Atty. Rafael V. Ybanez was born in Hilongos, Leyte and has been a resident of the City of Bayugan since 1968.  Presently, Atty. Ybanez is in active practice in law and real estate brokerage.

He finished his law studies at the University of Manuel L. Quezon, Manila. He was former  President of Jaycees Club of Bayugan and founded Rotary Club of Bayugan, Agusan Del Sur and served as Election Registrar (1965-1966), Assistant Provincial Attorney and Executive Assistant of the Governor of Agusan Del Sur (1970-1971), Bayugan Councilor (1971-1977) and Corporate Attorney of National Irrigation Administration  (1982-1988).   He also authored  the book entitled, “Hustisya sa Barangay” (Volumes I, II and III) which has been very useful to barangay captains in understanding and enforcing Katarungang  Pambarangay.

Maria Cristina A.  Ybanez finished her degree in  Bachelor of Science in Elementary  Education major in English, minor in Physical Education and Spanish at the University of  Visayas in 1962.  She had her teaching stint in Agusan del Sur College (ADSCO) from  1968 to 1998.    She has units in Master of Arts in Teachers’ Education in 1988 in Don  Mariano College, Cagayan De Oro City thru the sponsorship of Agusan Del Sur Pilot  Laboratory School (ADSPILS).

She is a former barangay kagawad from 1986-1991 in Poblacion, City of Bayugan, Agusan Del Sur, under an independent party.

She has been an active leader in Catholic Women’s League (CWL)- Sacred Heart of  Jesus Parish, Bayugan, Agusan Del Sur, since 1972.  Presently, she is now engaged in  farming and real estate leasing business.
